Here is the Civil War Scenario that I would like to see. I have no idea how to design a scenario, so please refrain from the 'Physican Heal Thyself' cracks.
The scenario would start prior to 1860 and have the the North, the South, Canada, Mexico, England, France and Russia as the minimum number of players. The Caribbean Islands would also be represented as unsettled territory. The goal of the scenario would be for the North to get a military victory and for the South to get a Diplomatic Victory. There could be several unique Wonders: the Emancipation Proclamation, which either side could build.
If the North builds it, then France and England disappear from the game entirely. If the South builds it, then France and England enter the game as staunch allies of the South (given the fickleness of the AI in ally mode, this may be difficult, perhaps the French and English forces could simply be added to the Southern Forces), Canada becomes Southern territory and (here's the balance) unhappiness increases by 2 in every Southern city for a set number of turns AND the South automatically enters Anarchy for a specified number of turns.
A Southern military victory should be all but impossible, but the South should get victory points for military victories and for turns spend in Northern territory.
The goal is to set up a Harry Turtledove type scenario where the South is striving for foreign recognition and the North is trying to knock the South out as quickly as possible.
There could be some other Great Wonders to represent other significant factors: A Total War GW that serves as a the Hoover Dam, etc.
