Well...you could just find a mod you like and then go into units and modify it to whatever works for you. Maybe conscripts=2hp, regular=4hp, veteran=6hp, elite=8hp. Then just save it and there ya go. I just got both Civ3 and PTW for Xmas so I'm not that experienced with the game yet, but am playing Teturkan's Mod on Kal-El's 140x140 Earth Map with the 31 civs with these hp's and it seems to work good. Makes building barracks a bit more of a priority and if your a military civ it might be too big an advantage, not certain haven't tested it enough. Also you might wanna check the extra units and there hp's, some have extras already....I was a lil surprised when some elite Templar Knights came to visit with 12hp's

Agree; a spearman should either flee in terror when a MA-monster approches or would probably be killed from distance, or the MA would simply drive over the poor spearman.
I've been playing with the idea of increasing the attack and defense strength for more modern units to compensate. However, it's difficult to keep it balanced as it can be too big jumps from unit to unit. I don't have Civ3/PtW here, but I think it's also possible to set HP bonuses to each unit.
