What file determines which pcx files are used in city view?

What file determines which pcx files are used in city view? and where they are placed?

Look in Art/City Screen. At least that's where buildings-large & small.pcx is kept.

I've written a tutorial Here but I still haven't figured out how to put new structures in the aerial view of the city. If any knows could you please tell me.
