How the hell do you rush-build?!!?

I just got CivIII for xmas , but i can't find any way to rush build! I tried the domestic advisor, the civilopedia and even the manual, all to no avail

I read on a post somewhere that you can't do it under despotism, but i can't do it with monarchy either!

Can it be done? If so, how??

despotism and Comm: costs human lives
monarch, Rep and demo: costs gold

open city screen, and kill...kill...
