Why is it that in most cases when the AI notes "this strategic resource has been exhausted", but then it reappears as a new one "discovered" in the same place, but that sometimes they just disappear forever? And why does the AI not notify you when, as sometimes happens, a new resource actually IS discovered in a new place?

    1. reappering in the sma is anooying/stupid, but probably has something to do with RNG(random number generator)
2.they never disappearear completely, they will show somewhere else, (sometimes under a city, use ctrl-shift-M to check the map, some mods can this more easy too)
    3. If it's not acually in your territory, you will not get a message.
Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?
Then why call him God? - Epicurus

I have had a game where two iron mines simply disappeared, never to return. I had yet to build a swordsman (so how could I exhaust them?). I played this game for a number subsequent turns before resigning under pressure from the surrounding aggressive Civs.

All it takes is for it to be connected to the road, whether or not you actually use it doesn't matter. It's a random thing that happens, it's not at all tied to consumption. In the case of Iron, it's a 1/800 chance of disappearing each turn as soon as it's connected by road.

You can get that info in the editor, in the Natural Resources area. Look for the Disappearance Probability number.
