I was just wondering what it takes to get a leader , nomatter how many battles my elite men win they dont become leaders, and is there any way to "refresh" the F affairs ministery screen to place in new portraits of civs who werent there before?

There's only a 1 in 16 chance of getting a Leader, 1 in 12 with Heroic Epic. So all it takes is luck.
I believe shift-right clicking on a portrait will let you access the other civs. PTW apparently has a special button for that. I never play more than 8 so I'm not entirely positive. -
