Given that the first true ironhulled warship was the the union Monitor (the confederate Merrimac was simply a wooden ship with iron plating tacked on) why would ironclads be restricted to the confederacy?

The day after the Merrimacs first battle as an iron plated ship it was engaged by the Union Monitor so you can't even claim that the confederacy was able to enjoy a brief monopoly on ironclads.
