when one of your cities is starving but another is in surplus how do you donate the food from one to another, preferably a way that doesnt involve me moving food every turn....... thanks

Sorry. You cann't move food around. You can move people around by building workers or Settlers in the starving city and let them join other cities.
    Franses (like Ramses).

U have to find more food (i.e. Grain and game) and build a road from it going into the city that is starving.
And What If I Would Say?!

We can make a game where people throw ducks at balloons and nothing is the way it is

Sorry but you're wrong. There's no way to trade food or other resources from one city to another.

Clicking on the city screen to move food around (from the terrain that the city uses) is the only way to find enough food for the city sometimes. Instead of having that hill which only gives 1 food, you click on it, and put back the worker on a grassland (2 food) until the amount is enough food for the city and it is balanced or there is a suplus of food, or there is not enough food, unless you irrigate the tile, like Plains tiles.
Somtimes, when changing governments you may have to change the tiles of the cities back to more food in the City Screen until you change to the new government from Anarchy.

              Fiddle with it.
