steph, if you are saying that the indian uu shouldn't be elephants then I agree with you!

there must be some other UU that the indians could have.

elephant riding should be available to anyone with elephant resource.

I would put it differently. Anyone should get elephant if they have the resource. Indian should get better elephants.
