Map Conversion Utility

I've been looking on this site for a map conversion utility for Civ 3 maps-PTW size. I have one made by John Avram (it converts .bmp files to .bic files), but I have no idea if he's going to upgrade it to the new sizes on PTW (362 X 362 max).

Anyone out there know about this?
