What does the numbers mean next too goverment that look like unit stats? I have looked over the manual 3 times and I just can't seem too find where this is explained. Thanks for any help.

Seemed like it was changing randomly I guess that was me all along and I couldn't put it together. What page in the manual is that described in? I still can't find it, but thanks a ton!
