    This may be more of a thread for the PTW forum, but it does have to do with scenario creation.

    I know alot of people were annoyed that PTW wasn't coming with diplomacy thus making historical scenarios all but impossible, but there may yet be a solution.

    I suppose for now, historical scenarios should be limited to Multiplayer scenarios because that way the players can start out with the diplomacy they are supposed to. Unfortunately, in that case, any scenario would be limited to only 8 civilizations, but hey, we had that limitation in Civ2 as well.

    I'm just offering this up as a temporary solution until we can maybe get something to fix the situation.

    If you are ok with making a 8 civ scenario there is one thing you can do.

    You create your scenario. Load it into a Hotseat game. Play yourself for a turn or two. Convert all players to AI (except the one that you want in the Scenario). Save.

    The game should be able to be played then in single player format. I have asked Firaxis a little bit about it and it does seem possible. Soves load faster than scenarios anyway.
