Created Civs won't colonize???

I've created 2 civs, the Nazis and Israelites and have all artwork etc. so everything is working fine but one thing, the civs won't colonize! Nazis found Berlin, their capital and Isrealites found capital Jerusalem but that's it! This is after several turns (around 800 yrs) and the whole rest of the map becomes colonized while they still have one city each. Has anyone else encountered this? Do you have any ideas what the problem could be? I've tried 2 seperate games with the same results each time. Thanks for your time.
