Image 2 BIC converter

is faintly remember a program for earlier versions of civ3, where you could convert images (e.g. bmp) into BIC-maps.

does it exist or is a purely a product of my phantasy?

or is someone working on something like this? gramphos?

if there isn't any, i might try to do something like that, just not before PTW (don't feel like totally reengineering the converter after a few weeks).
