changing the land to mars style would not be hard, very easy infact

Well, I guess that depends on how much detail you want to put into the tiles and the units. I see that as the most time consuming part of the mod. The rules modifications will be quick in comparison.

Simple things that could be done are a quick change of color to a rusty color across the board.

I do think that this is doable. It might be fun.
