What happens if you tag the "re-base" air mission for infantry?
Can they then be airlifted without airports?

I'm not sure if that will work as re-base is an air mission and you are using a land unit. Try on a test mod and see what happens. The worst it will do is crash to the desktop and you have to restart the game. -
It might work. I got the recon order to work fine for ground units if they were given an operational range. I doubt that the AI would be able to handle air missions, since ground units cannot have air units' AI.The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.

You can do a lot of cool stuff - for instance ground transports - which only the human player can take advantage from. The problem is that this makes the AI weaker.
But what the heck, the AI cheats enough.The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.
