how do i make the govenor stop building workers?

i checked and dubble checked the build workers never and its always set to never but it still builds workers???

Go to your capitol city and click on the governor. Go into the production section. Make sure workers is set to never and in the column next to that make sure it says "All Cities." If there is nothing left to build and you do not have wealth enabled it will build workers even if it is set to never - it has to build something.

Make defaout for new cities is also a good option to use...
