anyone know a way to edit what the govenors will build?

The governor will only allow for general settings. You can set up a build queue and load the queue when you build a city. To make one build a new city, set the first thing you want to build, then hold down the shift key and add all the things you want to build (up to 10 items.) To save that queue before exiting the city window hold the shift key and hit the “Q” key. When you build your next city select the first item to build and hit the “Q” key, your custom queue will then load into the city’s production queue. Hope this helps.

When you''re in the city view, press "G". That will give you all the options available for the Governor. I wouldn't recommend using it much though, it's not very good. I only use it to manage moods if I'm at war with a Democracy. Everything else I manage myself.
