scenarios?

where is the best place to find scenarios/mods? I thought the Download directories would be the place but have noticed that many files posted in the Files forum are not in the download area.

You answered your own question. In the download section and/or in the files forum. Check the thread by Gramphos where he lists all the available files.

I guess the Download area isn't always updated to include all the files in the Files forum. In fact, it appears the Download area is a small subset of the files posted in the Files forum.

Also, it appears Gramphos' thread doesn't include all the files in either area. I was hoping for one master area that would include all posted files, but I guess they're scattered among the 3. I can't have my cake and eat it

the Files forum is what you're lokking for - everything in the downloads directory is in the File forum, and some downloads in that forum aren't in the downloads directory. And most of the stuff in the Creation forum isn't finished. So go to the Files Forum.
