buildings.txt?

in the top of the "buildings-large.pcx" and "buildings-small.pcx" files, the following is written:

"see buildings.txt for detailed info. If buildings.txt unavailable, see Zach for more info"

what does this mean, since the file it is refering to, "buildings.txt" does not exist.
