I have a japan map too. And Japan is very tough to do considering the limitations in the map editor and it's natural non.... vertical/horizontal status on the globe.
What I did was to "flatten" it to an extent.

my map is bull**** - i will have to replace most of the cost tiles by sea tiles cause the cost tiles count for domination and therefor it is out of reach.
i am too stupid
