civ 3 sci-fi scenario

i'm planning on authoring a civ 3 scifi scenario, however being the busy, and at times creatively stifled individual i'm going to need some help.

here's the plan: in the moderate future, the races of the galaxy plan to colonize a single world in an effort to establish a capitial co-operatively. ten thousand citizens of each empire are sent to settle this world. however, shortly after arrival, a phenomenon (either mysterious, or not so mysterious) blocks all communication to anywhere outside the star system. having no clue as to what has happened, the races assume that they're the last of their civilizations, and contiue as self-sufficent empires.

i'm shooting for between 25-30 races, but i don't want a Master of Orion knock off for races. i've got a list somewhere of preliminary races, but it sucks...
