I thought of giving the Cossacks Blitz instead of their defense bonus.
Could that make them overpowered?

The difference between industrial society and information society:
In an industrial society you take a shower when you have come home from work.
In an information society you take a shower before leaving for work. -

Would I do it? Yeah, if I was going to be the Russians. -
I gave the Cossack an extra move point, and decreased their attack rating a bit. There were used as raiders in large numbers in their time, not as front-line cavalry like other countries used them.
