Here's a question for the map makers.
When creating a map for a certain number of players, how do you distribute the luxuries so they are distributed evenly? For CIV3, a player should have as much of a monopoly on a luxury as possible. But when there aren't 8 players, the luxuries need to be distributed oddly.
For example, suppose you have 10 players on a map. There are only 8 luxuries, so to give 8 players all of one luxury leaves the 2 without access to any at a huge disadvantage.
What I did for the Lost Islands map for 10 players was to distribute them as follows:
1 luxury - 10 civs (10 on the map)
2 luxuries - 5 civs (10 on the map)
5 luxuries - 2 civs (8 on the map)
Each civ had access to 3 luxuries, and had to trade for the other 5, and there was a shortage of most luxuries.
