Newbie to civ simple question please help

All i want to know is how to change civ colors in all the games with out editior looked for bic file couldnt find it

You need civedit to change the civ colours. But it only ships with the PC version, I think. If yu've got the PC version both Civ3Edit and civmod.bic should be located in your root CivIII directory.
