ai build orders ?

ive put together a mod that uses hemp as a substitute for oil. almost anything you can build with oil you can build with hemp oil at a 30% cost increase. it works great and is allowing more competition in the modern age but i noticed that when im asked what to build next, even if i have oil it suggests that i build a hemp tank. i can get around this easy but can the ai?
why would it want to build a unit at 130 sheilds that is the same as one for 100?
i dont want to cripple the ai into paying 30% more if it has oil and can build normal units.

any ideas?

why dont you make it so that your hemp units (you're weird ) UPGRADE to oil units. That way, if it is possible for a civ to build the oil unit, they can't build the hemp version.

In the editor make the hemp tank upgrade to the regular tank. Then the hemp tank will only appear in the build queues of cities that do not have access to oil. If you do this, when the prerequisite advance is obtained, any city with oil in it's resource box will have ability to build the tank (but not the hemp tank (he he, reminds of that Cheech and Chong movie with the "organic truck")) and cities w/o oil in the resource box will have the ability to build the hemp tank (as long as they have hemp) but not the regular tank.

im gonna test it out tommorow but my only worry is the ai trying to upgrade the hemp units to a regular oil unit, since the hemp units cost more the upgrade cost would be a refund?
