Scenarios with custom art

How can I make a scenario with custom art (for resources, units, etc), without having to replace the original files in the Civ3/Art directory.

In Civ2 you could put the art files in the scenario directory, and only the scenario in that folder would use those files. Is this possible in Civ3 as well? Or do I have to place all art in the default art directory?

In PtW you will be able to do that but right now you have to have add or replace them.
There are some mod managers in the files fourm that can help.
