How do I open the new editor screen?

The 2 editor screen shown at Civ3 Apolyton, I cannot find. Would someone tell me how to get to them.

Right click on a unit or city then click properties.

Was gone for two years, I'm back now.
in a 3D world is there a difference between these: b d q p | / - \
3D Unit tutorial
My units: MechWalker,Rocket soldier,Hover Tank,Crawler,Hover Copter
