I had a similar problem with one of my PC's lately, and that was due to an unknown problem, but it was later on solved when I 1. reinstalled Win XP 2. changed my sound or 3. changed my CD-ROM-drive, but I'm still not sure what I did.
What OS are you running? Any special problems lately that should be mentioned?
In your case I woudl suggest that first of all try to solve the problem be uninstalling Civ III and deleting any remaining files. Then reboot and turn off temporarily any anti-virus monitoring software running in the background (look in the Windows task tray), i.e. McAfee's VShield. Then install Civ III as usually and try to run the program as usually, before you patch it. If it works, then the patch your trying to apply on it causes the trouble. If it doesn't work now after reinstallation, you have apparently done something after the latest installation that causes the problem. In that case it could be almost anything, but reconsider reinstalling DirectX and any crucial drivers (display adapter and audio; latest driver version available). Also check your hard drive for any errors with ScanDisk. If Civ III works after reinstallation, try to patch the game (again disable anti-virus monitoring, if applicable).
At this stage I really can't give you any advices, but please do report how these measures work."Kids, don't listen to uncle Solver unless you want your parents to spank you." - Solver

Trickey, you might also want to try adding these lines to your Civilization3.ini file:
Keepres=1
Video Mode=1024
Refresh=60Up the Irons!
Rogue CivIII FAQ!
Odysseus and the March of Time
I think holding hands can be more erotic than 'slamming it in the ass' - Pekka, thinking that he's messed up

BTW actually I forgot about those lines in that INI file. Looks like I've been too long without Civ III.

I would have reached king level by last December, unless would first had a change to broadband, new PC to be built and studies to be completed. And if I just get back to that about 1,5 posts per day level (and that level was reached in just about two months), I'm on king level in no time. And that deity thing is more like a common joke, as you may know.

OT, but...
Sorry, Zulu. I don't want to be offensive but Fez and Asher started a verbal fight in OT, so I had to interfeare, or the whole topic would have gone out of control. Still a bit upset..."Kids, don't listen to uncle Solver unless you want your parents to spank you." - Solver
