    I thought of a new city improvement/worker action, though somebody might have thought of it before and I didn't know it.

    How about a nuclear fallout shelter? As an improvement, it could reduce the city pop deaths of a nuke attack.

    Or a worker action. They could build it somewhere, and if a unit(s) fortified there, it couldn't get damaged by a nuke unless it landed in the same square they're in and it would kill them.

    Whadya think?

    This is called a Fortress. It increases the defense of land units, resulting in a smaller chance of death.

      but fortresses won't affect nuclear casulties, will they? I'm pretty sure it's a base 50% chance of a kill no matter what, if the unit's in the target square.
