Paratroopers... Helicopters? -

I have Advanced Flight, i have all the needed strategic resources, but i still cant build Helicopters or Paratroopers. They arent even in the list of buildable units/buildings.
Do i need to do something special to get them, or is there something wrong?
When you say you have oil and rubber does that mean you have roads going to them and the city you're trying to build them in is connected? Are you playing a mod?
The first several times i tried to build Paratroopers, it was in a Huge Earth Scenerio. That time I think it was a glitch or bug or something, because i had rubber and oil connected, and i had Advanced Flight.
The most recent time i tried, i had oil and rubber connected, but because i didnt think i could build choppers and paratroopers, i skipped Advanced Flight. Then i forgot i skipped it and tried to build them again.
And now that i can build them, i am thouroughly disapointed with their performance and strength. It was quite a waste of effort.
You can mod them two units , I did. Otherwise they are pretty much useless.
