    When you change the rules for the editor does it change the rules for all games or just the Scenario?

    If you change civ3mod.bic file, it applies to all games.

    Run the Civilization 3 editor, usually by Start->Programs-> Civilization 3-> Civilization 3 Editor, then open a file, or create new one. Go to Tools, and uncheck the Default Rules, which makes the Edit Rules button available somehwere.

    Too lazy for a detailed explanation, but more will come soon .

        When you open the editor, change whatever you want to change and then press save or save as. It will propose the scenario folder as location and you can give it a name. Scenarios are bic files and the master bic file (civ3mod.bic) is located one level above the scenario folder. So if you overwrite that one, you changed the settings for all future games.

        I strongly recommend to make a backup of the original before
