Army Troubles

I'm playing with the Americans and have built the Military Academy in San Francisco. I started builidng armies immediately and completed 4 of them, but all of the sudden I can no longer choose to build armies in S.F. I still have all the necessary resources (if there are any) and plenty of cash, but for some reason I can't build armies anymore. Is there some sort of limit on the # of armies you can build? I have had games in which I built 15-20 of them, so I don't think there are limits. The Germans really need to be taught a lesson, so this is very frustrating. Has this happened to anyone else?

The limit on armies is dependent on the number of cities you have. The rule in an unmodded bic is 4 cities allows 1 army, but you can change this in civedit
