How do you negotiate for a Right of Passage Agreement? When I start diplomacy, there are new and active agreements that can be displayed but I can't figure out how to get anything other than a peace treaty.

Do you have an embassy with the civ in question? Also, the prerequisite tech is Writing.Up the Irons!

Yes, I have an embassy, and I'm in Modern Times. I can start diplomacy using F4 or other means, shift D, and contact the other AI government. I can negotiate trade agreements, etc., but can't figure out how to get a Right of Passage. It doesn't appear in the drop down list, like a trade resource.

Yep, I've traded with the Romans and have a standard peace treaty with them but would like to get a Right of Passage Agreement, so I can sack the Egyptians. I need to go through a small section of Roman territory to do this - much easier than loading everyone on ships.

Try to get RoP
Start sending your troops through Roman territory toward Egypt.
When Ceasar contacts you to get your troops off his soil, there is usually an option 'How about a Right of Passage Agreement'.
If they are friendly to you you shouldn't have any problems getting the RoP."...Every Right implies a certain Responsibility; Every Opportunity, an Obligation; Every Possession, a Duty." --J.D. Rockerfeller, Jr.

Another way to initiate RoP
Another way to try to get an RoP is when in the Negotiation screen, look under the heading 'Diplomatic Agreements'. This should drop-down a list that contains RoP."...Every Right implies a certain Responsibility; Every Opportunity, an Obligation; Every Possession, a Duty." --J.D. Rockerfeller, Jr.
