I never had problem with flipping but that waste and corruption thing sounds nice. Any idea how much it decreases? I mean is it worth it to keep your happines so high that you get "We love the king"?

It depends on the city whether its worth it. It is supposed to be about the same effect as a Courthouse or a Police Station. That can make a difference in cities that very corrupt but not hopelessly so. Doesn't mean much in your core cities or the ones beyond redemption.
