Map screen question

When looking at the map with the CIVs on it, you have the pop number, the name and an empty box for whatever (Embassy, Intell Agency). I forgot (or did I even know) what the colors mean on the pop numbers-white, yellow and red. Can someone help me out?

white: your city is growing
yellow: stagnant growth
red: your people are starving

stagnant growth could mean:
- you don't produce enough food or
- your city size doesn't support further growth (build aquaeduct / hospital)
