I am playing vers 1.21f. I have had an Intelligence Agency for 50+ years. When I choose espionage from the menu, I get only two choices: investigate city and steal technology. I am playing regency level. Why do I not get the choices listed in the manual to plant spy, etc.?

Just a thought - you did actually plant a spy in the civ in question. Just having the Intelligence Agency isn't enough.
