Can only build Forbidden Palace in SOME cities?

Hello,

First let me say this is a great forum. Way to go.

Here's my question, and it's kind of weird. I have met the size criteria for Forbidden Palace, however I can only build it in certain cities. In fact the two cities I cannot build in are the ones that need it most!

Could someone please look at my save file and tell me why I cannot build FP in all cities? (Palace city excluded of course.)

Nevermind... I'm an idiot.

I didn't realize that you can't transfer production to the forbidden palace when you have a lot of production banked.
