Govern & make war (GMW) version 1.02
I have made a mod that was for long time on Civfanatics but never here. I was waiting a little to post here (3 months lol!).
Well this is a great modification of all Civilization 3.
Resource add: helm (Strat), Tobacco (Strat), Camel (strat) and oasis (bonus).

Because of original game unit modify I prefer enumerate some big changes:
Immortal isn't an attack unit anymore. It's now a strong defense unit.
Need only one city to support an army.
Legions can build roads.
Destroyers can see submarines (heavy destroyer also).
Hills can be irrigating.
War galley doesn't need hemp to be built although the galley needs it. All war galleys will be upgradeable to galley. War galley will cost 1/3 less in shield than Galley. War galley can only move 2. This will give certain advantage to nation that can be capable to assure any supply of hemp to coastal cities the first.
Zulu won't stay for ever in despotism.
Road mvmts x 2 (6 moves).
Change value of forced labor (shield by citizen sacrificed originally 20 increased to 50).
Maximum size Town 7 / City 15.
Modern Army concept. Carry unit foot soldier only but can carry 4 units. Blitz ability and control zone. This army can also builds fort.
Some new specialists and some modified. All basic specialists in the mod: Entertainers, Merchants, Alchemists. All advanced specialists: Capitalists (banking), Broadcasted Entertainers (radio), Scientists (scientific method). Basic specialist produce 1 title, advanced specialists produce 2 titles.
Add the impossibility to upgrade one unit: galleon to transport.
Add the possibility to upgrade all units or virtually. Exceptions are naval units between sail ships and modern ships and Ironclad (Monitor also).
Increase the transport capacity of the nuclear submarine to 2 nuclear units. AEGIS Destroyer can carry tactical missile.
All units with zone of control: Special operation team, Sniper, Marine, Modern marine, Modern infantry, Paratrooper, Mech infantry, Tank, Armor, Panzer, Modern armor, Radar artillery, Horseman, Riders, Mounted warrior, Cossack, Comitatensis, Cavalry, Dragoons, AEGIS Steam cruiser, AEGIS cruiser, Arab horseman, horse archer, T34, Merkava, Char leclerc, Celt cavalier, bandit, knight, armored war elephant.
Add the need of iron to build modern ship. Remove the need of rubber for all tanks (armor, tank, modern armor and others). Remove the need of rubber to build tanks.
Some units possess the hidden nationality ability: Privateer, mercenaries, monks, crossbowmen, bandits and terrorists.
Assassin can be upgrading to Mercenaries, mercenaries to crossbowmen and crossbowmen to terrorist.
Monks can be upgrading to bandit.
Helm is a strategic resource needed to build all naval units until modern unit that need oil or coal. (Historically Quebecwar found its cause in the culture of helm... so it's not a joke but a resource that change game play).
Ivory can give the ability to build War Elephant. Indians special unit is now armored war elephant.
Permanent resources.
HP change: bonus of +1 HP per era.
NOTA: When you build anyone of specials improvements or wonders of a government if you change of government wonders or improvements effects and building in city view will disappear. But if you return to the previous government the effects and building will reappear.
A comment from my own games: this mod is better if you use large maps and most civilizations.
Future adds not done at this time: Civilopedia integration of units and wonders (yes I know )
