Why does my literacy rating always suck?

I guess I don't really care if the babylonians I conquered across the map know how to read, but I think it hurts my score.

Maybe I should just kill all the people who don't know how to read.

What a bloodbath! You just have to increase your culture. Build more libraries and universities and research labs.

Or... kill 'em all!

Your demographics have no effect on your score...well, except for land area, of course.

I decided to let my illiterate, inbred, idiot people live, and I noticed in my last game my literacy rating was 21%

This was in a Regent game, standard size map, and I was using Japan, Domination in the late 1700's.

Does it make me a bad ruler that I didn't give everyone hooked on phonix??
