    1. How do you draft citizens, my city is surrounded and I only have a musketman inside?
    2. What do you need to get your city past population 12?

    You need Nationalism (Industrial Age).


    2. What do you need to get your city past population 12?
    You need a hospital, which comes with Sanitation (Industrial Age).

        Just adding to what Nym said, when you discover Nationalism there will be a new button next to the "Hurry" button on your city screen. Press this button to draft citizens.

                i have some questions:

                - if you draft a guy, does he just become the "best" unit you have available? what determines what he kind of unit he becomes? say i have pikemen and swordsmen available. what will the drafted guy become? i would only draft somebody if i was being invaded and didn't have time to build forces, so i'd much rather have a pikeman.

                - when you draft somebody, will it always be "conscript" (only 2 HPs?) even if you have barracks in the city?

                  It will always be a conscript, and it will be your best defending unit if you have all resourses for it.

                  Riflemen dodn't need any resources so you can draft them always evrywhere (if you have enough citizens, baracks and so on...)

                    Since the units you can draft are apparently set by the draft flag in unit abilities, I'm curious as to what would happen if you gave other units like cavalry the flag. Would it just give you what it determines to be the best unit? It's something to try out sometime.
