Does Palace/F.Palace work across great ocean expanses?

I am on a huge continent almost all to myself. I want to build the Forbidin Palace but I could use it on both my continent and some new land across a large expance of ocean. Does the computer ignore the ocean and apply the effects on the land across the sea as if it were connected? I hate corruption!!

As far as I know, the Palace and Forbidden Palace measure out their effect over distance, not cities. If, say, the Palace reduced corruption in the closest 5 cities then yes it would stretch over a watery expanse. With distance, however, water tiles are counted just the same as land tiles, I'm afraid.
