weakness of democracy

Please help
when ever i change my governemt to democracy i still get anarchys corruption levels this is really spoilling the game
Can ne 1 help ?????????

Have you tried to build courthouses and police stations to lower corruption ? You should also build religious improvements (temples, cathedrals...) to improve the citizens' mood; the happier they are, the less is the corruption.
