Nope, it definately comes with the game. Civ3edit.exe should be located in your main Civilization III folder (e.g. C:\Program Files\Infogrames Interactive\Civilization III). there should also be a shortcut in your start menu (Start>Programs>Infogrames Interactive>Civilization III>Civ3Edit>Civ3Edit). If you can't see it in Windows Explorer, try arranging by name to help you find it.
One question - did you do the Compact or Typical [i.e. full] install? Perhaps the editor is only installed with the latter.Up the Irons!
