Please explain ICS!

I can't search on it as it is too short, and Google doesn't help with a definition either. I've gathered it has something to do with building alot of cities? Thanks,

Infinite City Sleaze (or Strategy) - involves building large numbers of small cities close together

I believe this works 'cause in Civ and Civ2 every one pop point from a settler goes to working two squares in a new city. Thus, it is more productive to have two size one cities than one size two city.
