How do you merge a palette? (even possible?)

Ok. Let's say I've painted a unit in 16 million colors. Then I decrease the colors to 256.
But not I'm going to put it into a CIV3 PCX file, and since the 4 first rows should be civ colors and such I can't just overwrite it with my own palette entries.
Can I in some way move my palette to come on after those 4 rows or something?

How do others do this?
I guess I'm not the only one who has made an unit in a 3D program and then copied it to a paint program...

Hey relax! There's so much stuff to read here, someone can't possibly be able to get to everything. Unless of course they want to spend 24 hours a day for a week or more going through everything. Cut the guy some slack why don't you.
