unable to build railroad?

I am a newbie to this forum, so sorry if this sounds stupid. I've got the steam power advance, and have access to coal and iron in various towns, but I can't get my workers to upgrade my roads to railroads. Am I missing something please?

Are you sure that the Coal and Iron are connected by road to your empire? If not, they aren't doing you any good. Have a look in your Trade Advisor screen to make sure that you actually have these resources in play, or check in your city screen to make sure the Coal is showing up. If it isn't it's not connected yet, you need to build a road to it first. Other than that, I can't think of what else might be the problem.
