Load your civ3mod.bic file into the editor, making very sure you back it up first. Go to Rules/Edit/Natural Resources. Click on the "Rename" button, then click "Cancel" in the window that pops up. After that, just hit the "A" key on your keyboard, it will bring up a new window that allows you name your new resource. It's a back door in the editor that someone discovered awhile back.

If you want to have an icon for the resource, you'll find the file in your Art folder, called resources.pcx. There's a bit of a controversy though, most people can only see 24 icons on their map. There's 22 in use by default, so there's room to add two more. Anything above that and the icon is invisible on the map and in the civilopedia. For some reason though, one guy was able to get up to 82 resource icons on his map. I'm baffled as to how he did it and as far as I know, he's the only one who has been able to have more. You can however use the same icon over and over again, which is what I've had to do. There doesn't seem to be a limit as to how many resources you can add, just in the icons you can use.

BTW, there's another file in the Art folder with resource icons the game doesn't use. It has a decent graphic for your Wood resource, a pile of wooden planks stacked up. You can just copy it and paste it to the file the game uses, then remove the blue background. The game file has a Magenta background.
