Rival Trade Embargo = Clean War Declaration?

Hello,

When a civ I'm at peace with joins a trade embargo against me, can I declare war on that civ without incurring a reputation penalty (a "clean" declaration of war, if you will)?

I don't think so. Trade embargo is not a Causus Belli.

Get someone to join you in an embargo against them and do everthing else conceivable to annoy them. They may do the job for you. Make repetitive and excessive demands. March guys all over their territory. Leave one of your inner cities unoccupied with the garrison adjacent (might tempt them).

Be wary. If they are embargoing you, they are on good terms with at least one potential ally for them.
