How to make a senario from a saved game file?

Help please. I have some great games that I would like to convert into senarios. In Civ II it was easy but I have no idea how to do it in Civ III.

The main thing I want to be able to do is be able to continue my current game as another civ i.e. I am currently playing the Japanese and am quite strong, however for fun I would prefer to switch to the weaker French. Once again this used to be easy in Civ II, but I assume you have to convert the game to a senario to do this?

Any advise will be greatly appreciated...

You can't turn a save into a scenario. However the TCG editor allows you to change the playing civ.

The latest version is probably only posted at CivFanatics, but there is one thread here on it, that might work for you... (Don't have time to look for the ohter)
